I'm using an IPhone 3GS on At&T. It says the forum eith has tapatalk restricted or the plugin is not turned on.........

Can you try removing the RS account and then adding it again? Is there a specific forum you're trying to access, or is it the entire site?
Tapatalk does have version levels, for both the site-side plugin and the mobile app.
