    you can expect a 3.1 - 3.8V drop across an LED. if you connect them in series, you just add it up. in parallel all the circuit sees is the one voltage drop. You have to be cautious about this because the net resistance of a parallel circuit is a lot lower than if you only had 1 diode in it...

    the mA rating on a power supply is the MAX rating. i.e.: you do not need to match the mA rating with the LED's, just make sure that the LED's, and support electronics do not exceed the rated value. I would recommend putting the series resistor in. LED's by their nature reduce their resistance...
