Looks good. Appears to have fresh water in it. Make sure you treat it to remove any copper based medications he may have used. Unless he can guarantee he never used any. Even then I think I would play it safe.

It doesn't matter if he has. The copper does not/cannot attch to the silicone - that's a myth. The blue dye used in the medication dyes the silicone blue, not the copper. If the silicone was able to absorb copper, the silicone would have to discentigrate in order for the copper to leech out. You can't use LR, or what used to be LR, from a tank that has had copper in it.
