where do people mount there ballasts???under the stand???

Try mounting them away from water, many people tend to hang then on a side wall, if not possible in your case, maybe on top of the hood or make a cabinet on the side of the tank to house them there, usually most ballasts have long elec. cables so you are able to position them far from water.
