Volt meter

Is a volt meter the same as a par meter and will it measure the par of my led light and if so is there anything that I need to do to it to make the reading accurate if it is the same thing

As Davek stated, a volt meter is not a par meter.

I have to disagree with you on this one. While the device is great for measuring volts and watts consumed at an outlet, it can not be used to trouble shoot problems with a piece of equipment or grounding problems with a tank.
