Yes they will eat hair algae.
To control algae you have to drastically reduce your nutrient levels {nitrate/phosphate}. The use of strong skimmers, frequent waterchanges and refugium with macro algae to export nutrients are most often used as well as bacteria.

Can you give us more info on your tank ? Size of tank, how many fish, filtration and nitrate/phosphate levels ?

As "Cheeks" answered, the root of the problem should be your long term goal. But, as for critters that eat (and I mean EAT) hair algae, 'ya can't beat a Sea Hare! Only problem is, once the hair algae is gone (and, it will be), you've got a very limited time to get that Sea Hare to another HA problem tank as it will quickly starve.
