they dont appear to be a commonly available emitter it looks to me as if he has got some led downlights and cable tied them on to computer heatsinks,looks very home made,whats the colour like? did the tank have forests of algae? you may get a brand name on the back of the PC board and the driver output will give you a clue as to the output of the emitters which i suspect is 1w per led,it would help if you could get some PAR readings but if they are 1w they will only be good for fish only
