Is it possible for an RSM 250 T-5 ballast to have partialoutput, or is ballast either good (100% output) or bad, (no output)?

It's possible, but I'd consider it unusual.

What I'd do is get a set of replacement bulbs. You'll need them sooner or later anyway. Change to the new set of bulbs. If they work, you have a bulb problem. If not, then replace the ballast, and go back to the old set of bulbs. While the ballast may have low output, it's still bad, so it must be replaced.

Also, check the sockets and make sure they are clean and not damaged, although this is seldom an issue.

Its about impossible to read text like that with tapatalk in night mode. Had to reread it. But anyways ive had flourescents with a crappy connection not light up completely. I dont know that the ballast was the cause, always figured it was either the connection or the bulbs since they fully lit after twisting the bulbs a little bit.
