Sump Design Flaw?

I built a 10g sump/fuge for my 40g tank. The design is: overflow output -baffle-baffle-Fuge-baffle-baffle-return pump section. The problem is that the water entering the fuge seems to just go right across the top section of water to the next baffle so there is hardly any flow at all in the fuge. The chaeto is not even tumbling which I think is a bad thing.

I was thinking I could do one of the following:

1) add another baffle after the second one to get water to go down into the fuge
2) Drill some holes in the third baffle at the end of the fuge to draw water out of the fuge from different depths
3) Make a T in my drain line from the overflow with a ball valve to the fuge.

I was thinking about that but isnt that too much flow? Plus I think it would be cheaper to just buy a pvc T since I already have the glue and pipe.

i'm not sure if the T will give you enough of the flow that you want. you could try that, but if it doesnt work there's always the ph.
