In most cases, yes. If you are just going to keep some macro algae and rock it should be all good, I only have a 13 watt fixture on mine and it works great for the macro.

Pretty much any light will be fine for a fuge so you should be good to go.

just use a regular light fixture, like a clamp light and use a 6500k pc lightbulb.

I have 2-24 watt "screw" type PC bulbs form the home improvement store. Growing like crazy in my 55g sump. Cheapset fiztuer i could come up with at the time..
