This makes me mad. They need to take away his drivers license (if he has one). And shut that shipping company down. They need to make an example of them so others do not make the same "mistake"

It’s got nothing to do with the captains "drivers license", or the shipping company. It has to do with the fact that China is much more concerned with their economy and keeping 1 billion people under control. For them it’s all about raising the standard of living for the majority and keeping political stability. That’s why China (and most third world nations including Russia) doesn’t have much interest in any of the west's pet causes like "going green" and "global warming".
