the 19 mil....we did, but look at it this way, sooner or later we would have to clean the ship of stuff anyway. the cost was also cut down some by recycling metal that was removed. Navy steel is super steel and even if oxidized commands a premium price on the market. most is resold to govt suppliers to use in new vehicles or ships.
