You are going to get lots of opinions on cycling. Other then it can take some time to cycle and watching the increase and decrease of nutrients to know if the cycle did its thing, the timing varies. The lights on or off thing will vary in opinion. I personally cycled differently from most, 3 months of tank running with lights on normal day/night cycle nothing but clean up crew, then went straight to sps.

With cured rocks your cycle will happen faster (ideally). Measuring your ammonia and nitrate levels will indicate to you when it is done and when you can do your water changes and add that clean up crew. Monitoring that nitrate level for months after a cycle is key to make sure that your nutrients don't rise to high that it will hurt your clean up crew and anything else you have in the tank.
