Is the Flame hitting on my candy hog?

So I noticed this behavior a a couple days ago. It looks like my flame showing off to my candy hog. He never chases him/her and is never aggressive. forgot to mention that is not where the flame's home is. He stays on the other side of the tank.

to me it looks like i wants to be cleaned thats what my fish do to my cleaner wrasse.
