What is wrong with the tail?

A little too far away to be sure, but this does look like a parasite attack, much like Marine Ich. Once infected, the fish looses general health, so the frayed fins can easily be secondary to the attack.

Well it ended up that my highfin cardinal was chasing him, and winning. All good now.

Did you simply move the fish to different tanks or did you do something tricky like re-work the rock scape to throw off the fish's 'turf'? When I use to breed discus the fish would establish their 'turf' and I could re-arrange the tank, sometimes with great results.
