Do ballasts wear out?

...specifically, ballasts for T5HO bulbs. Do they slowly lower their power to the bulbs, or do they stay constant until the ballast goes bad.

What brand ballasts are we talking about? Some of the cheaper ones are known to shift. Good ones are pretty steady

I am no expert but I know for a fact that ballasts do wear out and eventually stop working. It may work 10+ years or just a year or so.
