Looks like you've got a bacterial bloom. I would suggest a large water change and running carbon. A bacterial bloom like that will use up all the oxygen in the water and kill everything. Make sure you have water movement breaking the surface water also.

It definitely could be a bacteria bloom or it could be your snails releasing their manhood. Since it looks milky, that would be my first guess. Regardless of which it is, Mike's action plan is what you shoud do.

I've caught my trochus snails doing this before....free food :)

Are there any fish or inverts in there? I had a gobie stir up the bottom and completely cloud my tank last year, although not to that extent. The only time I've come close to that kind of water was when I dosed my tank with sugar to lower nitrates. The sugar worked great and the bacteria ate a lot of the nitrates, but it took a few days to clear up and my skimmer was working overtime.
