calcium reactor setup?

I bought this reactor used and am not sure how to hook it up.

The blue line from top to bottom I assume is to keep the bubble counter full- .

The blue line in the back is effluent out, got that.

The red line in the front appears to be the reactor input. I am going to mount the reactor outside my sump, so will the line going up and over the side of the sump cause it not to be able to draw water in? It looks like it creates a mini eductor to draw the water in from the sump, because the red line is "T"d into the pump input line. I guess it draws as much as it needs depending on the rate of the output effluent. Am I even close here?

Also for initial CO2 in - what do you recommend? The tank is a 210g and will have a 1.5" sand bed and approx 225lbs of Florida Keys rock. It will be predominately SPS/Clam.

What you got thier is a model 500 from Aquatic Life Systems. its hard to see the plumbing without a closer pic. But give Perry a call at champion lighting. he should be able to shoot you a copy of the user manual no problem.
