Wouldn't there be an issue shipping live plants to a foreign country? They get really upset when I bring an apple through customs let alone a ball of algae.

Well I checked with customs here and they have no problem with the macro algae. However some countries have strict rules I guess and can't export them? Shipping into Belgium shouldn't be a problem, problem is to find someone that can export it to here.

Had that problem when I lived in Norway and I had to go explain it at the police station

My company ships to the Czech Republic and France, and the shipping costs are upwards of $135, and can take up to 5 days Air Freight... and that is when it doesn't get stuck in customs. There is nothing local for you?
