Is it a must to turn your skimmer off for 4 hours after every dose of Microbacter7? What are the pros and cons of leaving it on or turning it off?

You don't even have that problem, if you don't add the Microbacter7. Once your past the initial cycle and the tank is established and your doing your water changes, you simply don't need it. Save your money.
