Is chaeto the wonder weed? would building a chaeto factory be of benefit in nutrient reduction. Ive seen lots of fuges with a clump but never a dedicated grow op.

Most people seem to keep cheato in their fuge. Not sure what you mean by cheato farming or a dedicated grow, but in general it seems you want as much as you have room for without impeding flow etc. It is definitely known for reducing nitrates/phospates.

Chaeto Rocks!
Besides competing with other algeas in reducing phospates it's also a great place for pods and other critters to live.

Im thinking of a separate tower or multi tiered rack system. Independant water supply, lights etc an organic nitrate removal factory

there are many aquarists that use macro algae cultivation for nutrient removal...it's a good idea.
Expanding on that a bit is the construction of a dedicated algal turf scrubber.
Also, not just algae and macro but cultivation of mangrove plants.
I've even read about Xenia culture tanks set up as nutrient export mechanisms!!
