You are correct, LR = live rock.
Live rock and substrate are too different things. True, the substrate if it's thick enough can harbor the nitrifying bacteria too. I believe that the rock does a large part of your clensing though. It's also used to make your tank look like a natural reef. You'll mount corals directly on the rock.
Yes, freeze dried shrimp would work too as long as it's not breaded.
