There are a couple of possibilities. The photo narrows them down, but I can't get enough info from the closeup to be certain what to eliminate.
The highest probability is an infection being walled off -- like a human pimple.
The next likelihood is an injury and the are is going through an inflammatory response (like a bruise).
The third is that it is a worm.
If the fish is new, all three are possible. If the fish has been kept in captivity for over a year, first and second are most likely.
Both first and second will heal on their own with proper nutrition and water quality. If it gets worse, the fish will need an antibiotic treatment.
Any sign of life in the center of that area (worm) will require treatment also.
To be conservative, if you don't have an up and running QT, start one now in anticipation of having to treat the fish.
