temperature controller help

ive always used the dial on the heaters.

i decided to try a pheonix controller with titanium heater,this thing worked really good
woke up this morning to 75 deg temp. heater cold but reading temp.
so i plug in glass heater actually PVS stealth,turn temp all the way down,heater doesnt come on,but heater gets hot if i turn the dial up.

for the temp controller to control the heater shouldnt the heater be turned all the way down.

I dont know anything about controlers but for the heater to work wouldnt it need to be turned up at least to the operating temp. Then when the controler turns it on it would be capable of maintaining the correct temp untill the controller turned it off?
