A good sharp pair of sissors. Cut it where it any where it branches or forks. Be sure to run carbon during and after you frag it.

I would use a rubber band to hold it onto the rock. Superglue will be a challenge with a soft coral.

I "Dip" all cut/damaged coral.

Superglue is very short-term for most softies. They simply "Slough off" the glue and float somewhere else (they always end up in the worse possible places too). Rubberband, netting or even just placing them into cracks/crevices in rubble can work.

Softies are a challenge to attach. Al has some good suggestions, you could also try plastic cable (zip) ties, or fishing line - just don't tie it tightly enough to cut it.

Also, I always found that a sharp razor blade worked better than scissors (for me). Scissors can tend to "squeeze" the coral, where a razor blade gives a more precise cut.
