Help me identify this soft coral, this one has me stumped!

It looks bleached, is there any color in it?

No it's very pale almost clear stalks with white tips. It reminds me of a nem but obviously it's not.

You can get a white Torch Euphylia.
Here is a photo of a mature one.

But it doesn't have the stony branches it's all fleshy

The "stony branches" is actually its phaceloid skeleton. It grows similar to calcium build-up.
This develops as it grows and matures, but yours looks very juvenile.
Give it time and make sure you provide it with food for filter-feeders.
Mine like a shot of Mysis or Brine shrimp.

But it doesn't have the stony branches it's all fleshy

I have four euphalia's now but you could be right i've just never seen one without the skeleton.
