Critters on the water surface

So I had my pump die on me when I was out for the day, but I came home to little creatures swimming on the surface of the water. I think they may be tiny copepods but maybe some type of spawning too. I added a very not helpful pic but who knows. Just trying to figure out what this could be thanks!

I see little white specks, not able to make much of them b/c they are too blurry. They could be copepods. Any chance you have a pair of shrimps in there?
