That all depends on what LEDs are being used.

Actinic typically has come to mean light emitted in either the 460nm or 420nm wavelength. These lights are blue and purple/blue respectively.

For the Cree XR-E royal blues I use, yes, they are for all intents and purposes. If you don't know what diode the manufacturer used, however, you're kind of at their mercy.. hopefully they are giving you the right info. If they're just for supplementation or accenting, then it really doesn't matter too much, just get what makes your corals look good. As a fun-fact, the royal blue Cree LEDs actually give off more PAR than the whites.

Ah yes, in that case they do count as actinics. The BoostLED products are unique in that they have both the 460nm AND 420nm LEDs. The 420nms are more toward the violet/UV side of the spectrum and give some good coloration/pop. Haven't personally used it, but it looks like a great unit.

The product spec page says it looks to be around 14,000K, meaning you should be fine without any supplementation or actinics. Check out this link to get a better, more real world idea of what the color temps mean. These pics are from MH setups, so the end result will vary a little, but it gives you a rough idea
