Help with new second clownfish

Hello everyone,

This is my first 20 gallon saltwater tank I've ever done, and I mad sure to do as much research as I can before jumping in. Two weeks ago I got my first clownfish, and so far she is active and healthy. Last week, I decided to get a second clownfish to pair up, but now he is showing bad signs and I'm not sure what to do. He hasn't been interested in eating the pellets nor brine shrimp since I got him, and has reduced to resting on the sand floor and lightly floating with heavy breathing.

My tank has been cycled for at least 3 months now, and parameters seems to all match where it should be, little to 0 ammonia and nitrites, and roughly 20 ppm of nitrate. salinity is 1.025, and ph is roughly 8. I tried a 10% water change and nothing still. Could he be sick? and if so how do I handle this now? I don't have a quarantine tank or anything this is my first time doing this hobby.
