Brown Algae or Protein?

Hi,
So in my 30 gallon reef tank I'm getting alot of very small brown circles floating on top of my water. When anything goes into the tank (including my hand), they stick to it and just rinse off. I suspected protein originally and so I put a Remora skimmer on there (rated up to 75 gallons) but it doesn't seem to help. Could it be an algae that's growing due to natural light? It gets quite a bit. Here's the stats:

Livestock:
Various corals
2 ocellaris (babies)
1 jawfish (baby)
1 black-capped basslet
1 purple fire goby (baby)
1 4-line wrasse
1 orange spot goby

I know that's quite a bit of fish, but they're pretty little, they only get a cube of frozen/day.

Nitrate: 0-3
Nitrite: 0
Amm: 0
Alk: 3.4
Cal: 400
PO4: 0-trace

If it is in fact protein, would more hermit crabs/snails/maybe a cleaner shrimp help? I'm going to take a look at the stuff under a microscope when i get the chance too, thanks!

Sounds more like poor surface agitation. With increased surface agitation it will help to move the aquarium water and pollutants to the skimmer.
