I wouldnt waste your time with bio balls. They cost money and 1) you dont need them and 2) you will probably end up getting rid of them = wasted money.

I was originally going to use them too but the live rock and sand + protein skimmer will be enough. I have a 40g running on LR, LS and a protein skimmer. My water parameters are just fine with this setup. I am also using ro/di water too. Good luck and have fun!

no bio-balls, yes FO tanks can handle the extra nitrates that the bio-balls hold but why have it in your system if its not necessary. You fish will thank you for going with LR only

Re: 75 Fowler ! (starting soon)

Skip the bio-balls. If you get them only clean a part of them at a time. You need to clean them to get rid of detrius that settles but when you clean them you will destroy the bacteria that is processing the waste.
Any lights you want are fine for a FOWLR.
That fish list looks awfully high to me. The general rule is one inch of full grown fish per 5 gallons of water. That leaves you with 15 inches of full grown fish. The clowns are about 3 each, the kole is 7 or 8. Not sure about the wrasse or butterflies but I suspect the butterflies at least will be pretty large.
