Tough to ID off of color. a closer picture would be helpful. I'm thinking Arothron nigropunctatus.
There is usually a telltale pale white band over their nose in this specimen. It appears to have that from your photo although hard to tell.
They come in a wide variety of coloration:

Maybe a juvenile stars and stripes puffer, Arothron hispidus, that hasn't got spots yet?
