Well next month I will finally have my own place & I want to start a small 12g anemon

Willl a long tentacle anemone work in a 12g nano cube deluxe with maybe some ogo and some dusters or will I need a metal halide? will also be adding a protein skimmer.

I would go bigger, and with anemones you need T5's or MH.

A LTA will quickly outgrow a 12g. Also like all anemones they require high light and the very stable water paremeters that are very difficult in a small tank.

Yeah, the lighting in a stock 12g Nano Cube isn't enough for really any anemone to live happily. Metal halide or T-5 would be the best choice, like SeahorseBT said.
