It is my understanding that it is illegal to collect rock and corals. I believe fish are fine as long as you have a fishing license. If you go out that far the water should be ok, but personally I wouldn't risk it particularly on that size tank. You really won't need that much so it would be easy to just make your own SW and not take the risk of introducing polutants from the natural SW.
