You are getting some algae growth there. Normal methods of algae control apply. You can also vacuum the sandbed to get the worst of the dirt out, but if it's a deep sandbed, only go down about 1/2" or so.

I agree with DaveK, algea growth. Vacum out and stir up the sandbed a little, this will make it look alot better then just stay on it.

Is it a film or more attached to the sand, The film is cyamo and you can suck it up pretty easily and remove it. If it's more attached to teh sand, then it's algae. Still suck up as much as you can but it won't come out in sheets like the cyano will. Manually remove as much as you can.

If Cyano, flow to the affected area may help.

For either, after manual remove comes reduce it's food source, it feeds directly and indirectly on any food you put in for the ohter livestock, cut back on feedings. Almost everyone overfeeds, and almost everyone has some algae they wish they didn't have. The other source can be in the water you're using. Make sure it is RODI and 0.0 TDS. Clean/change all filter material (socks, sponges, floss, etc.) more frequently, you can't clean/change it too frequently. Anything that was once alive (any food, livestock etc.) contains food for algae/cyano, and if left in the system will break down and feed it.
