if a lot of water changes are done, and a skimmer is in use, is there still need of a filter?

It all depends on bio load and constant test will need to be done to watch nitrates and phosphates so you dont run into algae problems.

i used to just run a skimmer and do water changes, then i added a filter sock (great idea, traps an unreal amount of stuff) now i also run rowa-phos and purigen and i have a polyfilter near my return pump too

hmmmm. ok. will three fish, 4 hermit crabs, 4snails, cleaner shrimp, and about 6 colonies of coral overload it?

It depends on the size of your tank.
And when you say filter what kind of filter do you mean?

I like Snelly only run live rock, over sized protein skimmer and a filter sock. Frequent sock cleaning/changes along with regular water changes and good skimmer are what kept me successful in the past.
