ICH is it in the tank? Puffer worse isolate?

My puffer is worse his eyes are purple pink, the rock looks like it has white spec I'm certain the snails shell has the white specs

I had a 30 gallon for a year everything was fine. My ten year old wanted a puffer for his birthday and his dad said yes at the last minute. So it was a quick transfer and now the consequences

What is on the rock & snails is not ich. What are you water permeters like?
