What size tank do you have? Trust me when i say, be wise about the hobby your getting into. If $200 dollars is a stretch for you, you might not be ready for a reef. I say this with love. It really stinks when people get into reef aquariums and find out many dollars later they can't afford it.

The turbofloater is a decent skimmer for a reasonable price. Im thinking ASM has one around 230 or so. I would just check buy/sale forums on this site and a few other sites. Might run across a steal.

What about the aqua c's? Are they under $200? Do an online search for aqua c remora and then when you get to their page you ca select an in sump version.

The Octopus Skimmers are supposedly pretty good, and they're available at under 200 bucks, but you need a sump for them.
