If you are willing to go out and buy a laboratory grade glass hydrometer from a lab supply company, then the answer to your question is yes, they can be very accurate.
However, as noted by others, you'll pay almost as much as a refractometer.
If you are talking about the glass floating hydrometers sold by most LFSs today, the answer is no. Those cheep mass produced ones for the aquarium trade are almost always way off.
Also with a refractometer, you can do a test with only 3 or 4 drops of water, you need enough water to float the glass hydrometer for it to work.
