You can use a computer fan controller to make one. I plan on building one in a few months. You just have to get one that has a temp probe, then you seal it(i.e. sillicon) and place it in the water. Then you use the leads that would go to the fans to connect to relays or directly to the fan, depending on how much power it takes. It can also controll heaters and, with a big enough relay, you lights incase things get really cooking.

Probably will run you about 60 including relays and power inverters, more if you get the really fancy models.
