As many as it takes to reduce the level of light hitting the tank to slightly more than it currently gets with the 196 watt PCs only. I know that sounds like a smart a@@ answer, but it really does depend on your set up. I would buy enough to go with 4-5 layers first, and see what that gets you.

If you are using window screen, then yes. You would ideally raise the lighting to its proper height, and place layers of window screen under to reduce the intensity of the lighting to slightly more than that what you have on the tank right now. You will run the lighting normal, and remove a layer after 3-4 days which will slowly increase the intensity of the light entering the tank. Pay attention to heat issues when upgrading lights. MH's will run hotter than PC's and the extra heat can be transferred to the tank. Might also heat up the window screen uncomfortably...
