Skimmer on or out doesnt matter.
I think their is only one possibility left: cavitation.
Somehow the pumps have a underpressure on the inlet, this might has to do with the inlet pipes (water resistance) or/and the pumps have a design problem.

I HATE BUBBLES and will not rest/put animals in the tank before this problem is solved. I am gonna put a different kind of pump next week with a T split tubing in the chamber of death and keep you posted.

Where to start??

Check the pumps aren't restricted.

Check the mechanical filter isn't blocked.

Check that your water level is as high as it can be (move the surface skimmer up as far as possible and top up the water).

Is the Carbon bag (if you are using it) isn't floating up under the pumps.

Are they continues bubbles or intermittent?

Photo's might help to sort it.
