As others pointed out, I would consider the tank too small for all the fish you want, but it would work for fewer fish.

My choice would be a FOWLR system, using a berlin type sump. I would also use a much larger skimmer, since these fish do generate a lot of waste.

However, this is still going to be a somewhat expensive project, no matter what you go with. I recommend that you always buy the best possible equipment. It will cost more up front, but it will last, and parts will be available, and it will work better. In the long term, top quality equipment has the lowest total cost of ownership.
