Filtration For 75 gallon predator

Hey all. I have been reading up on many different forms of filtration in the past few months but i am still concerned about what kind of filtration is best for a 75 gallon Predator tank.

As of right now, I plan on (maybe) adding these fish slowly and in this order. (maybe a few months spread)

1st off-Snowflake eel.
2nd-trigger fish (don't know the type yet)
3rd-Dragon wrasse
4th-ghost eel
5th-2 dwarf lions

Thats about all the fish I want to keep.

I am wanting to have a 2-3" sand bed in the tank for the eels to bury in and for filtration purposes--(pink Fiji live sand)

Wanting to have about 60lbs of live rock for them to hide in and also for biological filtration??(may add more)

Then an internal overflow--leading to a sump/(maybe fuge) with a heater and Red Sea C-Skim 1200 skimmer..

I don't want to invest a lot of money in this and not have top notch stuff...
Please share your thoughts on filtration for my soon to be tank.
