ill bet Wit is right sounds like a cowrie. The animal will come out of the bottom and completely cover the shell. Maybe what you are seeing is the animal retracting slightly exposing the shell. Here's a link to a bunch of cowries, you might try picking him up or distrurbing him to the point he retracts fully into the shell- then look at the pics and see if you can ID him. If it is a cowrie, they are harmless algae eaters to us but may pose "bulldozer" problems in a reef
