You really can't. That is one of the things abiut anemones. Even if you managed to move it without damaging the foot (very unlikely) it will probably move right back. That is obviously the place it feels most comfortable for now.
They go wherever they want to go whenever they want to go there. The only thing you can do is to try to make it uncomfortable with flow and lighting.
