Cement!?!?!?!?!?!?!? WTF? You need;
2.5-5 WPG of 6700k-10000k of light. This will dictate what you can keep.
2"-5" of substrate. Either plant substrate with gravel on top, or gravel or sand with fert tabs.
CO2. DIY is cheapest, but bottled is better.
Fertilizers. Need a complete plant fert mix like this; Supplements for Healthy Planted Aquariums: Seachem Flourish . Balancing the CO2, light, and ferts will keep you algae free.
