Good point about the substrate and the bacteria! Also, you can use a bio-wheel which is what I used on the fresh water setup, the wheel houses the bacteria for you and you dont clean it, instead you have these blue inserts (mechanical filtration and carbon) that go into another section of the filter and are replaced every so often. Lots of options out there.

Also if you are worried about price use craigs list and ebay. i use them a lot. Just make sure you are buying quality brand products for cheaper and not yucky brands.
