The water won't dwell very long for the skimmer to do it's thing. A 1.25" drain will provide 1,200 gph which is probably a better number for flow through the sump.
Ok, there is 10x turnover rate so far. You should probably have around 30x turnover rate for the tank overall. So you only need another 2,400 gph. The Sequence Snapper might be a little bit too small so Frankie's suggestion of the Dart should get you plenty of flow. Or any pump the size of the Dart of course.
