Can't have a sump? It's okay to have a sump on a nano. Small maxijet powerheads would be good. two of them on each corner would be great. As for liverock 6-10 lbs is fine, whatever looks good for circulation, put one on each end corner of the tank facing toward the center, that way it will provide good more random water flow. IMO you will want a skimmer, just helps to remove stuff before it breaks down to pollute the tank more, it's been succesfully done many times w/o skimmers but those people usually are good at keeping up with 1-2 week water changes. As for lights PC would be good.
